  1. Oregon, Washington
    The Federal Energy Regulatory Commission is reviewing a proposal to construct a closed-loop water storage system that releases water from an upper reservoir downhill to a lower reservoir to generate energy. The lower reservoir would be located on a portion of the former Columbia Gorge Aluminum smelter site, and water for the project would be drawn from the Columbia River under a permit that once served the aluminum plant.
  2. Washington
    In 2010, the "Memorandum of Agreement Between the U.S. Department of Veterans Affairs and the Washington Department of Archaeology and Historic Preservation and the Advisory Council on Historic Preservation and the Confederated Tribes of the Umatilla Indian Reservation Regarding the Jonathan M. Wainwright VA Memorial Medical Center New Multi-Specialty Care Outpatient Clinic, Residential Recovery Unit, Specialty Care Unit Buildings and Associated Infrastructure Project" was executed.   3. North Carolina
    The NCDOT is proposing the Kinston Bypass, a projected four-lane, median-divided freeway with full control of access in Lenoir, Jones, and Craven counties in North Carolina. The project extends from US 70 near La Grange (in Lenoir County) to US 70 near Dover (at the Jones and Craven county line). The project study area is located mostly in Lenoir County in eastern North Carolina, with the eastern part of the project study area in Craven and Jones counties. The proposed project is approximately 21 miles long and includes upgrades of existing US-70 and construction of a portion on new location.
  4. South Carolina
    The United States Army Garrison, Fort Jackson is the Department of the Army's main production center for Basic Combat Training. The Army has identified the need for additional space and plans to demolish the existing 120th Adjutant General Battalion Headquarters and Reception Complex, Building 1895, and construct a new headquarters and reception building.
  5. Alabama
    Fort Rucker proposes to develop a Programmatic Agreement for Section 106 compliance in accordance with 36 CFR § 800.14(b)(2) in order to take into account effects to historic properties within the installation’s boundaries. Note that during the development of this PA, the name of the installation changed from Fort Novosel to back to Fort Rucker, so some correspondence reflects the previous name.
  6. Montana
    The Farm Service Agency (FSA) is proposing to develop a Programmatic Agreement, in accordance with 36 CFR § 800.14(b)(3), to establish a streamlined process for Section 106 review in Montana. The PA will cover routine actions that have little to no potential to affect historic properties. Due to the natural disasters in Montana in 2021, FSA consulted with the Montana State Historic Preservation Office (SHPO) on over 600 individual projects. The large number of FSA reviews caused long delays in SHPO’s ability to respond resulting in complaints from producers to the Governor’s office.
  7. California
    Military Ocean Terminal Concord (MOTCO) proposes to substantially expand its storage area for munitions and explosives. As a result of the modernization, it may be necessary to update, reconfigure, realign, and/or remove an unknown number of existing railroad lines that access the Rail Barricaded Sidings (RBS). Of the 38 RBS at the installation, MOTCO is proposing to remove up to seven, abandon-in-place or possibly demolish an additional 24, and retain seven.

    The Environmental Protection Agency (EPA), Region 9, proposes to develop a Programmatic Agreement for Section 106 compliance in accordance with 36 CFR § 800.14(b)(2) in order to take into account effects to historic properties regarding the Drinking Water State Revolving Fund (SRF) Program for the State of California, with the following objectives: 1) designate the State Water Board as the lead agency for complying with Section 106; 2) establish a review process specific to the California SRF program; and 3) authorize the State Water Board to make findings of "no historic properties affecte

    The National Oceanic and Atmospheric Administration Fisheries Service is proposing to develop a Programmatic Agreement for the Pacific Coastal Salmon Recovery Fund grant program in accordance with 36 CFR § 800.14(b)(2) in the State of Washington. This competitive grant program provides funding to States and federally-recognized Indian Tribes to protect, conserve, and restore salmon populations.

    The National Oceanic and Atmospheric Administration, National Marine Fisheries Service (NMFS) proposed to develop a Programmatic Agreement (PA) for the Pacific Coastal Salmon Recovery Fund grant program in accordance with 36 CFR § 800.14(b)(2) in the State of Oregon. This competitive grant program provides funding to states and federally-recognized Indian Tribes to protect, conserve, and restore salmon populations.
