In 2010, the "Memorandum of Agreement Between the U.S. Department of Veterans Affairs and the Washington Department of Archaeology and Historic Preservation and the Advisory Council on Historic Preservation and the Confederated Tribes of the Umatilla Indian Reservation Regarding the Jonathan M. Wainwright VA Memorial Medical Center New Multi-Specialty Care Outpatient Clinic, Residential Recovery Unit, Specialty Care Unit Buildings and Associated Infrastructure Project" was executed. The agreement expired in April 2023; however, the project is not yet complete. The Jonathan M. Wainwright Veterans Affairs Medical Center is consulting with the Washington State Historic Preservation Office and the ACHP to execute a new Memorandum of Agreement. The Medical Center is proposed to amend the agreement a third time to extend the duration clause to allow for sufficient time to complete mitigation items. However, this amendment failed to be executed and expired on April 19, 2023 (see ACHP Nos. 014764, 019282). The VA is pursuing a new agreement document to encapsulate the outstanding mitigation.
