Nationwide Programmatic Agreement Among the Department of Homeland Security, the National Conference of State Historic Preservation Officers, and the Advisory Council on Historic Preservation Regarding Climate Resiliency and Sustainability Undertakings on Department of Homeland Security Owned Facilities

The Advisory Council on Historic Preservation has amended the referenced Program Comment which avoids duplicate reviews under Section 106 of the National Historic Preservation Act regarding telecommunications projects that undergo Section 106 review by the Federal Communications Commission under existing Nationwide Programmatic Agreements. Amendments in 2015 extended the duration of the Program Comment, added agencies that can use the Program Comment, and provided for a monitoring system.

Chairman's Message America's past is alive and is all around us. It affects our present lives, and it influences the course of the future. But honoring and appreciating the past does not mean immersing ourselves in it, much less freezing it as a series of static or interactive museum displays. We live very much in the present and build for the future, but we know that yesterday can enrich modern lives, as it gives us a better sense of where we came from and where we are going.

The ACHP's Leveraging Federal Historic Buildings Working Group has produced its Final Report with findings and recommendations for the public and private sector on how to use historic federal buildings and spark economic growth.

 

A key responsibility of the Advisory Council on Historic Preservation (ACHP) is to administer the requirements of Section 106 of the National Historic Preservation Act (NHPA), a review process that ensures historic properties are considered during the development of any federal project. The ACHP’s Office of Federal Agency Programs (OFAP) coordinates this responsibility.
