  3. Prototype Programmatic Agreements
    The Federal Emergency Management Agency has developed a Prototype Programmatic Agreement (PPA), in coordination with the ACHP, to create a framework for FEMA in developing agreements to improve and expedite Section 106 compliance for disaster recovery activities.  The ACHP’s Chairman designated the PPA on December 17, 2013 in accordance with 36 CFR Part 800.14(b)(4).

    Executive Summary On August 7, 2002, the Advisory Council on Historic Preservation (ACHP) sponsored an issues forum in Espanola, New Mexico, on heritage tourism and the Federal government.     In 2000, the Advisory Council on Historic Preservation (ACHP) adopted a Policy Statement Regarding the Council’s Relationships with Indian Tribes that included a commitment to develop a plan for translating policy into action. This Action Plan on ACHP Native American Initiatives has been prepared in response to that obligation as well as the ACHP Chairman’s commitment to take steps to improve the ACHP’s and other Federal agencies’ interaction and communication with Native peoples.
