Program Comment for Actions Affecting Post-1945 Concrete and Steel Bridges

A process that will streamline historic review requirements under Section 106 of the National Historic Preservation Act (NHPA) for almost 200,000 bridges nationwide saving approximately $78 million has been put in place by the Advisory Council on Historic Preservation (ACHP) in concert with the Federal Highway Administration (FHWA) and other agencies.

The Federal Emergency Management Agency has developed a Prototype Programmatic Agreement (PPA), in coordination with the ACHP, to create a framework for FEMA in developing agreements to improve and expedite Section 106 compliance for disaster recovery activities. The ACHP’s Chairman designated the PPA on December 17, 2013 in accordance with 36 CFR Part 800.14(b)(4).

Programmatic Agreement for the TransWest Express Transmission Project

The proposed TransWest Express Transmission Line would move energy from Wyoming through Colorado and Utah, ending in southern Nevada, and provide power for up to 1.8 million homes in the southwest each year. The Bureau of Land Management (BLM) consulted with more than 80 parties since 2012 in order to take effects on historic properties from this lengthy transmission line into account.

Wireless Antennae Agreement Amended

The Advisory Council on Historic Preservation (ACHP) executed the amendment to the 2001 Nationwide Programmatic Agreement for the Collocation of Wireless Antennas (Amendment) among the Federal Communications Commission, the National Conference of State Historic Preservation Officers (NCSHPO) and the ACHP. The purpose of this Amendment is to streamline 5G infrastructure deployment, and to continue to reduce the need for new tower construction that could potentially affect historic properties.
