Programmatic Agreement Among the United States General Services Administration, the Advisory Council on Historic Preservation, and the District of Columbia State Historic Preservation Office Regarding the Transfer by Sale and/or Ground Lease to Forest City SEFC, LLC, for Mixed-Use Development of 42 Acres of the Southeast Federal Center, Washington, D.C.  

The Advisory Council on Historic Preservation has issued a program comment for certain housing, building, and transportation undertakings available to any federal agency with an undertaking meeting its terms. The Program Comment covers activities that are either excluded from further review, as outlined in Appendix A, or that must meet certain conditions before utilizing streamlining provisions in Appendix B.

In March 2014, the ACHP published Managing Change: Preservation and Rightsizing in America, a report addressing rightsizing and historic preservation in America's legacy cities .It offers community leaders, local stakeholders, and government agencies valuable suggestions on using historic preservation tools and techniques that have proven effective in managing change and building strong, resilient communities.

This ACHP report from 1981 examines historic preservation tools that can be used to protect and revitalize neighborhoods. The study looks at: historic district ordinances; federal environmental review laws (including Section 106 of the National Historic Preservation Act); code enforcement; easements; revolving funds; property tax relief; federal tax incentives; and federal and nonprofit assistance.

Mrs. Laura Bush, honorary chair of the Preserve America initiative, led a national Preserve America Summit October 18-20, 2006, in New Orleans, Louisiana, marking the 40th anniversary of the passage of the National Historic Preservation Act of 1966. The Advisory Council on Historic Preservation was a partner and served as Summit coordinator.
