    The Advisory Council on Historic Preservation has amended the referenced Program Comment which avoids duplicate reviews under Section 106 of the National Historic Preservation Act regarding telecommunications projects that undergo Section 106 review by the Federal Communications Commission under existing Nationwide Programmatic Agreements. Amendments in 2015 extended the duration of the Program Comment, added agencies that can use the Program Comment, and provided for a monitoring system.

    Executive Summary In conjunction with its May 9, 2003, quarterly meeting, the Advisory Council on Historic Preservation (ACHP) hosted a second summit meeting of Federal agencies to discuss cultural heritage tourism. As was apparent at the first summit meeting in November 2002, many Federal agencies are already supporting heritage tourism in various ways through their missions and programs.

    This order moves to accommodate access to and ceremonial use of Indian sacred sites by Indian religious practitioners, and avoid affecting the physical integrity of those sites in any adverse way.

It applies when two thresholds are met: there is a federal, federally assisted, or federally licensed activity; and that activity has the potential to affect properties listed in or eligible for listing in the National Register of Historic Places.
