Programmatic Agreement Among the National Park Service, the Advisory Council on Historic Preservation, and the National Conference of State Historic Preservation Officers Regarding Cultural Resources Grants and Financial Assistance

The National Park Service (NPS) Nationwide Programmatic Agreement for Cultural Resources Grants and Financial Assistance facilitates the Section 106 process across multiple NPS financial assistance programs that support the preservation and interpretation of cultural resources. The NPA establishes a consistent Section 106 review process across multiple grant and financial assistance programs by clarifying the timing of the Section 106 process within the Federal financial assistance process, along with providing programmatic allowances acknowledging the existing financial assistance requirements for many of these programs. Under the terms of the NPA, the NPS authorizes selected ongoing recipients of these programs to conduct Section 106 reviews, while the NPS will remain responsible for conducting Section 106 reviews for awards to other recipients.
