The Advisory Council on Historic Preservation is now recruiting for two positions within the ACHP’s Office of Federal Agency Programs (OFAP), located in Washington, DC. The OFAP plays a key role in meeting the ACHP’s mission to advise the President and Congress on historic preservation matters, and oversees the Section 106 review process.

The Assistant Director for Federal Property Management, a GG-14 position, manages a professional staff of approximately 10 people who are responsible for representing the ACHP in consultation with federal agencies on individual undertakings pursuant to Section 106 of the National Historic Preservation Act, and advises on steps these agencies can take to improve their historic preservation programs. The Assistant Director oversees, mentors and coaches professional staff in the management of a broad array of complex or controversial projects related to federal land and property management to ensure that the requirements of Section 106 are fully met, including review of pertinent background information, agreement preparation, public involvement, and preparation of briefing materials for management and ACHP members. The Assistant Director also oversees or assists OFAP staff in developing program alternatives which improve federal agencies’ coordination of Section 106 reviews in accordance with 36 CFR Section 800.14. The position of Program Analyst/National Park Service (NPS) Liaison (GG-13) within OFAP is also available. The Program Analyst will serve as the ACHP’s second liaison to the NPS. The primary duty of this position is to assist the NPS in meeting its responsibilities under Section 106 of the NHPA and its implementing regulations at 36 CFR part 800, with a focus on the development of programmatic improvements and alternatives for its grants programs. Applicants will benefit from having familiarity with the various NPS grants programs, requirements and procedures. The incumbent will work under the direct supervision of the Assistant Director for the Federal Permitting, Licensing, and Assistance Section (FPLAS). While the initial appointment will be for a term of 13 months, the ACHP expects the position to continue well beyond this appointment.
