Nationwide Programmatic Agreement Among the U.S. Department of Agriculture Rural Development (RD) Programs, the National Conference of State Historic Preservation Officers, and the Advisory Council on Historic Preservation for Sequencing Section 106

The USDA Rural Development (RD) Nationwide Programmatic Agreement (nPA) for the Sequencing of Section 106 allows USDA Rural Development to obligate funds appropriated for housing, sewer, and water, electric and broadband projects in rural and tribal communities. Under the terms of the nPA, RD agencies will develop appendices for each of the programs that outline exemptions, consulting parties, protocols for addressing effects of routine activities, and tribal consultation protocols that may be negotiated with Indian tribes.
