National Programmatic Agreement Among the U.S. Department of Agriculture Forest Service, the Advisory Council on Historic Preservation, and the National Conference of State Historic Preservation Officers for Phasing Section 106 of the National Historic Preservation Act for Large-Scale Multi-Year Undertakings
The USDA Forest Service (FS) National Programmatic Agreement (nPA) for Phasing Section 106 of the National Historic Preservation Act for Large-Scale Multi-Year Undertakings provides the agency an alternative approach to phase and defer the Section 106 process for long-term wildfire prevention, forest health improvement, and other large-scale undertakings. Under the terms of the nPA, the FS engages consulting parties at the earliest design stages of the undertaking, requires the FS to develop a Heritage Implementation Plan prior to a project decision, and allows the agency to complete the Section 106 process after a project decision is made.
