Synopsis

Nationwide Programmatic Agreement among the Bonneville Power Administration, the Southwestern Power Administration, the Western Area Power Administration, the National Conference of State Historic Preservation Officers, and the Advisory Council on Historic Preservation Regarding Routine Transmission Operations and Maintenance Undertakings Associated with Existing Transmission Facilities and Access Roads Throughout the United States (FTU NPA)

The National Programmatic Agreement (NPA) for Routine Transmission Operations and Maintenance Undertakings provides Bonneville Power Administration (BPA), Southwestern Power Administration (SWPA), and Western Area Power Administration (WAPA) [Federal Transmission Utilities (FTUs)] with tailored Section 106 review process for operations and maintenance undertakings on existing transmission infrastructure, which could include, but are not limited to, efforts focused on maintaining or improving the safe and reliable operation of transmission-related infrastructure, such as transmission lines, substations, communications facilities, and access roads, within each FTU’s service area. The Tennessee Valley Authority initially participated in the consultation but withdrew in February 2026. The NPA is not applicable on Tribal lands.
