    In March 2014, the ACHP published Managing Change: Preservation and Rightsizing in America, a report addressing rightsizing and historic preservation in America's legacy cities .It offers community leaders, local stakeholders, and government agencies valuable suggestions on using historic preservation tools and techniques that have proven effective in managing change and building strong, resilient communities.

    This ACHP report from 1981 examines historic preservation tools that can be used to protect and revitalize neighborhoods. The study looks at: historic district ordinances; federal environmental review laws (including Section 106 of the National Historic Preservation Act); code enforcement; easements; revolving funds; property tax relief; federal tax incentives; and federal and nonprofit assistance.

    Executive Summary On August 7, 2002, the Advisory Council on Historic Preservation (ACHP) sponsored an issues forum in Espanola, New Mexico, on heritage tourism and the Federal government. Representatives of State, tribal, and local interests from Northern New Mexico offered perspectives on their public-private partnerships involving heritage tourism. Initiatives discussed included the National Scenic Byways Program, the Resource Conservation and Development Program, the Rural Economic Development Through Tourism Project, several U.S.

    In 1992, the National Historic Preservation Act (NHPA) was amended to establish tribal historic preservation programs and grants to these tribes. This policy sets forth commitments of the ACHP to assist Tribal Historic Preservation Offices in maximizing the opportunities provided by the NHPA for them to fully and meaningfully participate in the Section 106 process and the national historic preservation program.

    Federal management of publicly owned lands requires balancing natural and cultural values. This policy statement details the ACHP’s approach to resource management and conflict resolution on federally owned public lands in order to achieve balance between natural and cultural values. This ACHP policy affirms the importance of responsible Federal stewardship of historic properties located within natural areas.
