In 2012, the Programmatic Agreement Among the United States Department of Interior, Bureau of Land Management, the Arizona State Historic Preservation Officer, the California State Historic Preservation Officer, the Colorado State Historic Preservation Officer, the New Mexico State Historic Preservation Officer, the Nevada State Historic Preservation Officer, the Utah State Historic Preservation Officer, and the Advisory Council on Historic Preservation Regarding Solar Energy Development on Lands Administered by the Bureau of Land Management was executed. In accordance with Stipulation 6), the Bureau of Land Management is considering whether to expand the Western Solar Plan to include five additional states: Idaho, Montana, Oregon, Washington, and Wyoming as a result of the Energy Act of 2020 and Executive Order 14008, Tackling the Climate Crisis at Home and Abroad.
