The Carl Levin and Howard P. “Buck” McKeon National Defense Authorization Act for Fiscal Year 2015 directed the U.S. Fish and Wildlife Service (USFWS) to provide public access to the summit of Rattlesnake Mountain on the Hanford Reach National Monument. Rattlesnake Mountain is a Traditional Cultural Property, known as Laliik, to the federally recognized Indian tribes in the surrounding area. Because of the potential for adverse effects of the undertaking on historic properties, USFWS is preparing a programmatic agreement in consultation with the Wanapum Band of Indians, Confederated Tribes and Bands of the Yakama Nation, Confederated Tribes of the Umatilla Indian Reservation, Nez Perce Tribe, the Washington State Historic Historic Preservation Officer to guide the consultation process.
