In 2015, the "Programmatic Agreement Among the Tobyhanna Army Depot, the Pennsylvania State Historic Preservation Officer, and the Advisory Council on Historic Preservation Regarding Construction, Maintenance, and Operations Activities at the Tobyhanna Army Depot, Coolbaugh Township, Monroe County, Pennsylvania" was executed. TYAD had been working with ACHP, SHPO and the Army to amend the agreement to extend its duration for another 10 years; however, the amendment process was delayed and the PA expired before it could be renewed. TYAD has submitted an updated PA for review. It is largely the same as the 2015 PA, with some minor updates.
