In 2022, the "Programmatic Agreement Among the 10th Air Base Wing, the Colorado State Historic Preservation Officer, and the Advisory Council on Historic Preservation Regarding Compliance with Section 106 of the National Historic Preservation Act at the United States Air Force Academy, El Paso County, Colorado" was executed. In accordance with Stipulation IX, the 10th Air Base Wing is proposing an amendment to incorporate additional clarifying language regarding excluded activities.
Cultural resources staff shared the final draft amendment and attachments with signatories to the PA as part of their 2025 Annual Report (Case #024478) and requested a meeting among SHPO, NPS, and ACHP to discuss the annual report and proposed PA amendment. At the meeting held on March 3, 2026, SHPO and NPS indicated their agreement that the PA is working well and signaled their agreement with the proposed amendment. Following the meeting, on March 4, 2026, 10 CES staff indicated via email to the ACHP that their next steps for the amendment are to have USAFA Judge Advocate (JA) review the document to ensure it is legally sufficient, followed by coordination for signatures. Staff expect it will take a few months to get through JA and acquire all the other signatures before we can send it to the ACHP for signature and filing.
