In 2023, the Programmatic Agreement Among the Department of the Navy, the Advisory Council on Historic Preservation, the District of Columbia State Historic Preservation Office, the Department of the Interior (National Park Service), and the National Capital Planning Commission, Regarding Washington Navy Yard Land Exchange, E and O Parcels, District of Columbia (2023 PA) was executed. In accordance with Stipulation XII, both the Department of the Navy and the District of Columbia State Historic Preservation Office have proposed an amendment to include timeframes for documentation under Stipulations V.I.1 and VI.H and update the National Park Service’s status as a consulting party as it did not sign the 2023 PA as an invited signatory.
