Environmental Quality Incentives Program Grant to Stuckey Farms Partnership for Deep Tillage (AR)

Natural Resources Conservation Service (NRCS) provided financial assistance to the Stuckey Farms Partnership in accordance with the Environmental Quality Incentive Program for a process that is known as deep tillage, a ground disturbing conservation practice. However, NRCS did not complete Section 106 consultation prior to obligating funds and deep tillage occurring. In a self-evaluation, NRCS did not find that Section 110(k) applied as there was no intentional effort to subvert the Section 106 process. The ACHP has elected to participate in the consultation to address the adverse effects and assist the NRCS to identify how to improve internal review processes.
