Consolidation of Public-Private Venture Programmatic Agreements for Family Housing at Marine Corps Base Hawaii (HI)
Case Details
In 2006 and 2007, the Department of the Navy, through the Commanding Officer, Marine Corps Base Hawaii (MCBH) entered into two separate Programmatic Agreements (PA) in accordance with Section 106 to establish processes whereby the privatization of MCBH family housing would take into account the effects of Public-Private Venture (PPV) development on historic properties within certain housing neighborhoods of the lease areas. MCBH proposes to consolidate all PPV housing at MCBH under one PA to accomplish the following: rectify inconsistencies between the two agreements; provide for a single and consistent approach to Section 106 compliance across all neighborhoods located within MCBH; eliminate language referencing completed or obsolete stipulations; and update whereas statements, stipulation, and exhibits, as necessary.
