The Bureau of Ocean Energy Management (BOEM) is reviewing an application from Avangrid for the construction, operation, and maintenance of the Coastal Virginnia Offshore Wind South Project (Project), formerly known as the Kitty Hawk Wind Project, an offshore wind farm to be located approximately 27 statute miles (23.75 nautical miles) east of Corolla, North Carolina. The majority of the Project would be located in federal waters in the designated BOEM Renewable Energy Lease Area OCS-A 0508. Other components of the Project would be located in state waters of Virginia and onshore in Virginia Beach, Virginia. Avangrid has identified five locations for the onshore substation within approximately 30 km from the Sandbridge Landfall location and with existing 230-kilovolt capacity.
 
The Project will specifically include the following offshore and onshore components. The offshore portion of the Project will consist of up to 60 wind turbine generators connected by a network of inter-array cables, one offshore station platform, and up to two offshore export cable transmission system collocated within an offshore export cable corridor from the Wind Development Area to landfall in Virginia Beach. The onshore transmission system will include an export cable landfall in Virginia Beach; up to six electrical onshore export cables and two fiber optic cables collocated within an onshore export cable corridor; and a new proposed onshore substation.
