The U.S. Fish and Wildlife Service is developing a project Programmatic Agreement (PA) for the management of Albert Khan-designed buildings on Midway Atoll National Wildlife Refuge/Battle of Midway National Memorial. The development of the PA was stipulated in the 2012 "Memorandum of Agreement between the U.S. Fish and Wildlife Service and the Hawaii State Historic Preservation Officer Regarding the Demolition of Building 393 (HABS UM-1-W) on the Midway Atoll National Wildlife Refuge Northwestern Hawaiian Islands, U.S. Minor Island."
