In 2000, the Memorandum of Agreement Inner Harbor Navigation Canal (IHNC) Lock Replacement Project was executed among the U.S. Army Corps of Engineers, New Orleans District (Corps), the Port of New Orleans, the Louisiana State Historic Preservation Officer, and the Advisory Council on Historic Preservation was executed. In accordance with Administrative Stipulation 2, the signatories propose an amendment to take into account the United States District Court, Eastern District of Louisiana enjoining the Corps from continuing with the project until it prepared supplemental environmental reviews further evaluating potential impacts of hurricanes and flooding on the project and the impact of the closure of the Mississippi River-Gulf Outlet Canal to deep-draft traffic.
