In 2021, the National Programmatic Agreement Among the U.S. Department of Agriculture Forest Service, the Advisory Council on Historic Preservation, and the National Conference of State Historic Preservation Officers for Phasing Section 106 of the National Historic Preservation Act for Large-Scale Multi-Year Undertakings was executed. In accordance with Stipulation XIII, the Forest Service is proposing an amendment following the initial results of the first year of a two-year monitoring period. The amendment would address categorical exclusions under the National Environmental Policy Act, accepting non-written communications from consulting parties regarding heritage implementation plans, and clarifying the Tribal Signatory process.
