In 2019, the Programmatic Agreement Among the U.S. Fish and Wildlife Service - Mountain- Prairie Region, the Nebraska State Historic Preservation Officer, Nebraska Public Power District, and the Advisory Council on Historic Preservation Regarding the Construction, Maintenance, and Operation of the R-Project 345 Kilovolt Transmission Line Blaine, Garfield, Holt, Lincoln, Logan, Loup, Thomas, and Wheeler Counties, Nebraska" was executed. Per Stipulation IX, the U.S. Fish and Wildlife Service proposes to amend the PA to force its early expiration so that it may be superseded by a new agreement.
