The National Oceanic and Atmospheric Administration, National Marine Fisheries Service (NMFS) proposed to develop a Programmatic Agreement (PA) for the Pacific Coastal Salmon Recovery Fund grant program in accordance with 36 CFR § 800.14(b)(2) in the State of Oregon. This competitive grant program provides funding to states and federally-recognized Indian Tribes to protect, conserve, and restore salmon populations. Due to the large-scale, multi-year scope of projects, it is not possible to identify, evaluate, and assess potential effects on historic properties that may occur as a result of funding proposed activities prior to the decision for a grant award. According to NMFS, they have not been compliant with Section 106 for this grant program for many years. This agreement has developed procedures that will assist them to be in compliance and better coordinate the Section 106 process.
