Programmatic Agreement for Section 106 Compliance Within the Great Lakes Navigation Systems (IL, IN, MI, MN, NY, OH, PA, WI)

The U.S. Army Corps of Engineers (Corps), Buffalo, Chicago and Detroit Districts propose to develop a Programmatic Agreement for Section 106 compliance in accordance with 36 CFR § 800.14(b)(2) in order to take into account effects to historic properties within the Great Lakes Navigation System (GLNS). The GLNS is a complex system of breakwaters, navigation channels, and other structures throughout the Great Lakes which allows for the transportation of goods throughout the region and is vital to the nation’s economy. Due to aging infrastructure and record lake levels, the GLNS is anticipated to require increasingly frequent maintenance and in many cases, extensive modification, in order to ensure the system can continue to function as designed.
