The National Park Service (NPS) and the General Services Administration (GSA) are proposing to remove certain deed restrictions from property located at Fort Wayne, 325 W Jefferson Ave, Detroit, Michigan. In 1971 and 1976, the Federal government transferred certain parcels of the Fort Wayne military reservation to the City of Detroit through the Historic Surplus Property and the Federal Lands to Parks programs. Both programs, monitored by NPS, require the attachment of deed restrictions to the parcels. The restrictions dictate the preservation and uses of the property and include the potential for reversion to the Federal government, which have contributed to the City's inability to achieve its goals for Fort Wayne as outlined in their applications when they acquired the property. The NPS believes that this action will help remedy the long-standing non-compliance problems associated with Fort Wayne, and has recommended abrogation to GSA, the federal agency responsible for removing the deed restrictions.
