The Federal Highway Administration, (FHWA), in cooperation with Illinois Department of Transportation, is proposing the O'Hare Express Service Project, an approximately 17.8-mile high-speed, subterranean, express service connecting O'Hare International Airport and the City of Chicago Central Business District. A phased approach for the project is necessary because the majority of the project will be underground and there will be several locations that require above ground disturbance.
