Presidio of San Francisco National Historic Landmark District Section 213 Report

The Presidio of San Francisco is a National Historic Landmark District (NHLD) listed on the National Register of Historic Places. When the Presidio passed out of Department of the Army hands due to a base closure process in 1992, the former military installation became part of the National Park Service's (NPS) Golden Gate National Recreation Area and became available for other uses, creating both opportunities and challenges. The Presidio Trust, a federal corporation, was created in 1997 as a governing body to guide the fate and future of this resource.

In November 2007, the Presidio Trust initiated Section 106 review on an amendment to the 2002 Presidio Trust Management Plan (PTMP) for the Main Post District under the PTMP Programmatic Agreement (PA). 

The Presidio Trust proposed to amend its Main Post Historic District plan to accommodate new developments. In December 2007, the ACHP notified the Presidio Trust that it would participate in Section 106 consultation, because of the potential for substantial impacts and the likelihood of procedural problems associated with the coordination of projects.

In August 2008, to better assess the unresolved issues regarding the project’s effects, the ACHP requested the Secretary of the Interior’s views under Section 213 of the National Historic Preservation Act, 54 U.S.C. § 304110. 

The ACHP requested the NPS comment on the impact to the integrity of this NHLD posed by the proposed volume, design, and location of new construction and rehabilitation within the Main Post District. The ACHP also asked that the NPS provide recommendations for measures to avoid, minimize, or mitigate adverse effects to the NHLD.

The ACHP received the Section 213 Report in April 2009.
