2020 Advisory Guidelines on Implementing Section 3: Reporting Progress on the Identification, Protection, and Use of Federal Historic Properties

The Advisory Council on Historic Preservation (ACHP) has posted updated guidelines for federal agencies about how to report on their progress in identifying, protecting, and using historic properties in their ownership or control, consistent with the requirements of Section 3 of Executive Order 13287 (EO). The next report to the President on federal historic property stewardship will be issued by February 15, 2021. The ACHP has made several changes in preparation for the next round of reporting under EO 13287, requesting less quantitative reporting and focusing more specifically on the themes of developing, using, and making available digital information on historic properties and outleasing of federally owned historic buildings.

The use of these guidelines is not mandatory, and a federal agency with real property management responsibilities can, at its discretion, independently determine how it will report on the progress of its efforts to identify, protect, and use its historic properties. Federal agency progress reports are due to the ACHP and the Secretary of the Interior on or before September 30, 2020; the advisory guidelines provide submittal specifications.
