Summary
On September 4, 2020, the ACHP issued the “Army Program Comment for Inter-War Era Historic Housing, Associated Buildings and Structures, and Landscape Features (1919-1940)” at the request of the Department of the Army (Army). The Program Comment enables the Army to conduct a category of frequent and recurring undertakings, identified as management actions, including maintenance, repair, rehabilitation, renovation, abatement, mothballing, demolition, replacement construction, new construction, lease, and conveyance following standardized procedures and processes detailed in the Program Comment.
The intent of this Program Comment is to establish procedures for the Army’s management of its nationwide inventory of more than 3,200 Inter-War Era housing units that balance historic preservation requirements with its critical responsibility for maintaining the housing in a manner that provides for the quality of life, health, and safety for thousands of military families.
For the purposes of the Program Comment, the Army acknowledges that all Inter-War Era housing units are historic properties. Because these management actions present a potential for adverse effects to historic properties, the Army will carry out treatment measures to mitigate the adverse effects of these undertakings as part of its implementation of the Program Comment. The Program Comment will remain in effect until September 4, 2055.
Implementation - Current Status
The Program Comment allows the Army to begin carrying out all management actions for Inter-War Era housing, associated buildings and structures, and landscape features immediately. The Army has initiated its implementation of the Program Comment by briefing its privatized housing partners, installation cultural resources managers, and others involved in managing historic housing on Army installations, on the applicability of and required procedures in the Program Comment. As required by treatment measures specified in the Program Comment, the Army finalized the two companion documents developed in support of the Program Comment, the Design Guidelines for Inter-War Era Housing (Appendix A) and Building Materials Catalog for Inter-War Era Housing (Appendix B), distributed the Army FPO NHPA Policy Memorandum regarding the Preservation of Army Inter-War Era National Historic Landmark Housing (1919-1940), completed the Army Inter-War Era Housing Historic Context (1919-1940), and develops and distributes monthly social media content. The Army posts these and all other treatment measures on its Army Program Comment for Inter-War Era Historic Housing website as they are completed. The Army submitted its first Annual Report to the ACHP on January 12, 2021 and posted the report on its website. The first Annual Meeting was held on February 26, 2021.
