Michael Boos is the Executive Vice President and General Counsel of Citizens United, an impactful conservative public policy organization in Washington, DC. Mr. Boos joined the staff of Citizens United in January 1995, initially serving as General Counsel. In 2016 he took on the additional responsibilities of Executive Vice President. Mr. Boos served as co-counsel for the organization in the landmark First Amendment case, Citizens United v. Federal Election Commission.

In addition to his position with Citizens United, Mr. Boos maintains a private law practice in Northern Virginia. He is admitted to practice before the Virginia Supreme Court and all other Virginia courts, U.S. Supreme Court, 2nd Circuit U.S. Court of Appeals, 4th Circuit U.S. Court of Appeals, 10th Circuit U.S. Court of Appeals, U.S. District Court for the Eastern District of Virginia, and the U.S. Bankruptcy Court for the Eastern District of Virginia. 

During his thirty-plus year career as an attorney, Mr. Boos has litigated dozens of cases -- civil and criminal -- and authored or co-authored numerous court briefs, official regulatory agency comments and public policy papers. He has also testified before federal, state and local governmental bodies on the impact of proposed government regulations.

Mr. Boos received his Juris Doctorate degree from George Mason University School of Law (renamed: Antonin Scalia Law School) in 1994 and was the recipient of the American Jurisprudence Award in Trusts and Estates. He was also a member of the law school’s moot court team.

Mr. Boos received his undergraduate degree in agribusiness economics from Rutgers University’s Cook College in 1981. While an undergraduate student, Mr. Boos was elected to two consecutive one-year terms to the Rutgers University Senate (1979-81). Boos was also appointed by the Dean of Students to the school’s Fee Board where he served as Chairman (1979-81). The Fee Board administered and distributed student fee monies to various campus clubs and organizations.

Mr. Boos resides in Manassas, Virginia. He is divorced and a widower. His hobbies include hunting, fishing, golf and other outdoor recreational activities.
