WASHINGTON, D.C. – Jaime Loichinger of Baltimore, Maryland, has been appointed director of the Advisory Council on Historic Preservation (ACHP) Office of Federal Agency Programs (OFAP). On March 6, 2023, former OFAP Director Reid Nelson was promoted to the position of ACHP executive director. His selection of Loichinger marks the completion of a nationwide recruitment effort to fill this important management position.

“Jaime Loichinger is a performance-oriented high energy leader who has successfully managed the ACHP’s involvement in Section 106 matters over the course of her exemplary career at the ACHP,” Nelson said. “Jaime is respected throughout the preservation community and by ACHP members and staff. We know she will guide the Office of Federal Agency Programs wisely and judiciously.”  

Loichinger joined the ACHP in 2010, working her way from a preservation specialist to a program analyst, before becoming an assistant director in 2019. In that role, she oversaw the Federal Permitting, Licensing, and Assistance Section within OFAP, supervising a team of six staff and advising agencies on compliance with Section 106 of the National Historic Preservation Act (NHPA). Prior to joining the ACHP, Loichinger spent five years at the U.S. Environmental Protection Agency, working on compliance with both the NHPA and the National Environmental Policy Act.

Loichinger is an anthropologist by training, having earned a Bachelor of Arts in Anthropology-Sociology from Oakland University (Rochester, Michigan) and a Master’s of Applied Anthropology from the University of Maryland, College Park. She grew up in the Midwest.

“I am extraordinarily grateful to have been chosen by Mr. Nelson to be the next OFAP director; it will be a privilege to lead the Office of Federal Agency Programs,” Loichinger said. “I look forward to continuing to work with federal agencies on increasing their leadership within the Section 106 process, and providing assistance to consulting parties to ensure their effective participation in the federal decision-making process.”

OFAP participates in Section 106 reviews, develops and implements program improvement initiatives, provides technical assistance and guidance for Section 106 users, and works to improve federal agency and stakeholder understanding of Section 106. It also oversees implementation of Section 3 of Executive Order 13287, “Preserve America,” and develops and administers the ACHP’s training program, including delivery of classroom courses, webinars, and e-learning.
