    What is the ACHP Native Youth Program? In 2015, the ACHP launched a Native Youth Program in response to concerns of tribal representatives that not enough Native youth knew about historic preservation. The program’s primary goal is to generate interest in historic preservation in general, and help the next generation of Tribal Historic Preservation Officers, tribal and NHO representatives, and Native citizens support the preservation of their resources and important places.

    The ACHP often receives inquiries regarding timing: more specifically, when do an agency’s “project planning activities” require Section 106 review? Courts have yet to rule directly on the issue, as case law to date focuses on compliance that comes “too late,” rather than sufficiently early. Awareness of the relevant regulations and approaches to answering such a question better positions agencies to avoid unnecessary delays later on.

    The ACHP is pleased to announce the availability of its voluntary Electronic Section 106 Documentation Submittal System (e106) for use by any federal agency (or officially delegated non-federal entity) when notifying the ACHP of a finding of adverse effect, inviting the ACHP to be a consulting party to resolve adverse effects, or proposing to develop a Programmatic Agreement for complex or multiple undertakings.

    In 2013, the ACHP issued a report, Measuring Economic Impacts of Historic Preservation. Commissioned by the ACHP, with funding assistance from the U.S. Department of Commerce, Economic Development Administration, the report identifies and analyzes methods for measuring the economic impacts of historic preservation.

    The Advisory Council on Historic Preservation (ACHP) has posted updated guidelines for federal agencies about how to report on their progress in identifying, protecting, and using historic properties in their ownership or control, consistent with the requirements of Section 3 of Executive Order 13287 (EO). The next report to the President on federal historic property stewardship will be issued by February 15, 2021.

    Section 106 requires each federal agency to identify and assess the effects of its undertakings on historic properties. It applies when two thresholds are met: there is a federal, federally assisted, or federally licensed activity; and that activity has the potential to affect properties listed in or eligible for listing in the National Register of Historic Places.

    As communication and decision making happens increasingly online, it is more important than ever to encourage the use of electronic signatures for Section 106 Memoranda of Agreement (MOAs) and project Programmatic Agreements (PAs). Since the Section 106 regulations do not provide detail on what signature formats may be used to execute agreement documents, the ACHP is providing information to support the development of best practices to help those considering whether or how to use electronic signatures for Section 106 agreements.
