The General Services Administration (GSA) Section 106 Digital Archive is an online repository of program alternatives established in accordance with 36 CFR 800.14 and executed agreements produced by GSA in accordance with 36 CFR 800.6 submitted to the ACHP since 1978.  The Section 106 Digital Archive is maintained by the ACHP and subject to updating and modification in accordance with ongoing agency compliance.

 

GSA Section 106 Agreements

The GSA Section 106 Digital Archive is subdivided into a series of landing pages each pertaining to a GSA region, 11 in total. Each regional landing page features respective agreements as links organized by state and in reverse chronological order by date of execution. Each agreement document is arranged on its own page along with any corresponding amendments and may contain documents produced per  agreement stipulations.  The GSA Section 106 Digital Archive is maintained by the ACHP and subject to updating and modification in accordance with ongoing agency compliance.

GSA Exemption from Historic Preservation Review for General Services Administration Routine Operations and Maintenance

On January 13, 2023, the ACHP approved a nationwide exemption that relieves GSA from Section 106 review under Subpart B of the implementing regulations for routine operations and maintenance undertakings. Exemptions are a program alternative authorized under 36 CFR Part 800.14 for undertakings that meet specific criteria.  Namely, the effects to historic properties must be foreseeable and minimal or not adverse. Exemption of the program or category must be also consistent with the purposes of the National Historic Preservation Act.

GSA Nationwide Program Comments 

A type of program alternative, program comments made by the ACHP are requested by an agency official for a category of undertakings in lieu of conducting individual reviews under CFR 800.4 - 800.6.
