Case Digest, a concept for a landscaped civic space was
selected for historic Pennsylvania Avenue outside the White House
after security assessments called for the streets continued
closure. The plan, which was recently finalized, calls for a pedestrian
promenade that can be reversed should Pennsylvania Avenue be considered
safe to reopen to vehicular traffic in the future. |
In September 2003, a Memorandum of Agreement for the subject plan was
signed. It ensures that the public will continue to have the opportunity
to participate refining design details for Americas Main Street
outside of the White House, and specifies that aspects of the project
related to closing the street could be reversed in the future if the street
were to be reopened to vehicular traffic.

That same month, the ACHP commended the Eastern Federal Lands Highway
Division of the Federal Highway Administration for working closely with
the many stakeholders in Section 106 consultation to ensure that preservation
values are honored for some of our countrys most significant historic
places.
